Blue Theory, is a company committed to improve law enforcement training and effectiveness through its consultation services.
Our team's expertise is backed by over 300 years of combined experience in the areas of law enforcement, police training, discipline, critical incident management and labor law. Our experience allows us the ability to, not only put on courses for agencies, but customize courses for agencies both nationally and internationally.

We also aim to promote a better understanding of the relative cognitive processes through speaking engagements and expert testimony. Our team of experts is well equipped to provide a variety of services that ultimately help police departments, officers, labor unions, attorneys, institutions, review boards and community members obtain the level of clarity and service they each expect and deserve.

MEET THE TEAM
LUIS FUSTE, Esq.
Lead Counsel
Retired 32 year Police Officer. Represents labor organizations, employees and small to medium-sized employers in a wide range of labor and employment law issues. Provides legal advice and consultation on matters relating to police use of force, policies and procedures and discipline and corrective behavior.
DR. PAUL L. TAYLOR
Lead Consultant
A policing scholar who studies law enforcement decision-making, human factors, and system safety in the context of police interactions with the public. He is the founder and lead instructor for the Association of Force Investigators and regularly consults on complex court cases involving police and civilian use-of-force.
ARNOLD PALMER
Consultant
Arnold Palmer is a senior public safety executive with more than 30 years of leadership experience in law enforcement, emergency management, and public safety operations. As Chief of Public Safety for the Office of the Mayor of Miami-Dade County, he provides extensive experience in multiple perspectives of law enforcement practices.
DR. SHIRLEY PLANTIN
Consultant
Executive Director of Miami Dade Community Relations Board. She facilitates trainings for Institutions and Systems. Dr. Plantin serves on Florida Police Chiefs Association’s Subcommittee on Accountability and Societal Change, addressing systemic inequities within law enforcement.

Manuel Malgor
Consultant
Sergeant Manuel Malgor has served with the MDPD since 1993 and currently supervises the Force Analysis and Training Development Unit. With more than 30 years in law enforcement and over 23 years as a police instructor, he is a recognized expert in active shooter response, tactical operations, and large-scale training, having developed programs and led exercises for agencies throughout the US and internationally.
